(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實(shí)政府采購政策需滿足的資格要求：（1）本項(xiàng)目專門面向中小企業(yè)采購，中小企業(yè)應(yīng)當(dāng)按照規(guī)定提供《中小企業(yè)聲明函》。
（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。

(b)Qualification requirements to be met to implement government procurement policies: （1）This project is specifically aimed at small and medium-sized enterprises for procurement, and small and medium-sized enterprises should provide a "Small and Medium sized Enterprise Declaration Letter" in accordance with regulations。
（2）Support welfare units for people with disabilities and treat them as small and micro enterprises。

(c)本項(xiàng)目的特定資格要求：（1）投標(biāo)人須為中華人民共和國境內(nèi)依法注冊的法人或其他組織；
（2）具有城鄉(xiāng)規(guī)劃行政主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制資質(zhì)證書乙級及其以上；
（3）項(xiàng)目負(fù)責(zé)人為高級工程師及注冊城鄉(xiāng)規(guī)劃師；
（4）未被信用中國 （https:****）、中國政府采購網(wǎng)（http:****）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
（5）參加此項(xiàng)磋商活動前三年內(nèi)，在政府經(jīng)營的采購活動中沒有因違反有關(guān)法律法規(guī)受到刑事處罰；
（6）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同下的政府采購活動；
（7）本次招標(biāo)不接受聯(lián)合投標(biāo)。

(c)Specific qualification requirements for this program: (1) The bidder must be a legal person or other organization registered in accordance with the law within the territory of the People's Republic of China;
(2) Having a Class B or higher qualification certificate for urban and rural planning preparation issued by the competent administrative department of urban and rural planning;
(3) The project leader is a senior engineer and a registered urban and rural planner;
(4) Not credited to China（ https:**** ）China Government Procurement Network（ http:**** ）Include in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and government procurement serious illegal dishonest behavior records;
(5) Within the three years prior to participating in this consultation activity, no criminal penalties have been imposed for violating relevant laws and regulations in government procurement activities;
(6) The same person in charge of the unit or different suppliers with direct controll

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
